The Rwanda Association of Local Government Authorities (RALGA), in partnership with the Ministry of Local Government (MINALOC), is conducting a comprehensive induction training program for newly recruited local government staff. Running from April to May 2025, the sessions aim to equip new employees with essential knowledge and skills to support the National Strategy for Transformation 2 (NST2) and local development initiatives.
The induction program covers key topics such as Rwanda’s leadership ideology, decentralization, community mobilization, the role of local governments in national development, to name a few.
To enhance learning, the training uses participatory methods including group discussions, expert-led presentations, team building and interactive activities.
The first phase of these inductions, targets employees who have been in their roles for less than six months, with priority given to those who are new to local government service. The goal is to ensure these staff members understand how their roles align with district and national development strategies, while also strengthening their administrative, technical, and community engagement skills.
Launch in Eastern Provinve
The inaugural session was held in Rwamagana District, bringing together 210 newly recruited employees from seven districts across the Eastern Province.
During the opening ceremony, Secretary General of RALGA, Dominique Habimana told the participants that their work is commendable and by doing it well, they will be making a significant contribution to the country’s development.
"You are the public servants. You must respect the people you serve by offering them quality and timely services. To efficiently fulfill your responsibilities, you must embody positive and patriotic values, strive for excellence, and maintain self-discipline,” said Secretary General Habimana.
Radjab Mbonyumuvunyi, the Mayor of Rwamagana District, served as the guest of honor at both the opening and closing ceremonies. He expressed gratitude to the organizing institutions for the induction program.
Speaking to the newly recruited staff, most of whom are young professionals, Mayor Mbonyumuvunyi encouraged them to seize the opportunity and apply what they learned.
“Make sure to turn what you have learned into results. Strive for excellence in the responsibilities entrusted to you. Provide quality services to citizens and collaborate effectively with your co-workers and other institutions (team work).” said the Mayor.
This initiative is a crucial step towards strengthening the capacity of local government, improving service delivery, and ensuring that new staff are well-prepared to contribute meaningfully to Rwanda’s socio-economic development goals.
The next sessions are scheduled to take place from April 23 to May 8, 2025, in the Northern, Southern, and Western Provinces.
