On October 4, 2024, the Secretary General of RALGA Mr. Dominique Habimana represented Local Government entities in the second edition of the Kigali Climate Talks to showcase the role of Local Government in fostering efforts on building a green and climate-resilient Rwanda.
The talks focused on the role of climate financing in addressing climate challenges and achieving the country's development goals.
Secretary General Mr. Dominique Habimana participated in a panel discussion on “Climate Finance: Powering Adaptation and Resilience” with local and international partners.
In his interventions, Mr. Dominique Habimana emphasised the importance of bringing climate funding to the Local Government entities because they have to deal with the consequences of climate change, such as disasters, droughts, and so on.
He underlined that RALGA ensures that the voice of Local Government is heard through different platforms, like the Kigali Climate Talks, where finance and climate solutions are negotiated to make sure that they reflect the needs of Local Entities.
"The Districts' public finance management capacities have improved significantly; thus, we can trust them with climate funds. We also support the Districts in project development capacities, and we accompany them during the projects' implementation. Let's bring climate finance to the local level. We cannot win this fight without Local Government. It's a call to the funders to adapt funding frameworks to ensure that the local level is reflected." SG Habimana said
The quarterly Kigali Climate Talks were launched in May 2024, with the purpose of fostering dialogue and action on climate change in Rwanda.
