RALGA Hosted Strategic Leadership Workshops for Local Government Leaders

The Rwanda Association of Local Government Authorities (RALGA), in collaboration with the Ministry of Local Government (MINALOC), organised a series of workshops on Strategic Leadership for Transformation from November 27 to December 6, 2024, aimed at enhancing the leadership capabilities of district leaders.

The workshops brought together members of the Executive Committees and Councils from districts across the Eastern, Southern, Western, and Northern Provinces. The sessions were conducted on the following dates:

• Eastern Province: November 27, 2024
• Southern Province: November 28, 2024
• Western Province: December 5, 2024
• Northern Province: December 6, 2024

Mr. Dominique Habimana, RALGA Secretary General, addressing the leaders in Northern Province, he emphasized the significance of these workshops in empowering local leaders who play a crucial role in advancing the government’s socio-economic transformation agenda.

“These workshops were designed to provide a platform for sharing best practices and learning from peers. By fostering knowledge exchange, we aim to enhance service delivery, create a positive working environment, and accelerate socio-economic development at the local level.” Mr. Habimana said.

The workshops featured presentations and interactive discussions on a range of leadership and management topics, including: 

▪️Leadership and Accountability: Mr. Justus Kangwajye, former District Mayor and a leadership expert, shared valuable insights on collaborative approaches for fast-tracking service delivery and enforcing accountability in leadership.

▪️ Strengths Optimisation and Stress Management: Mrs. Ignatiana Mukarusanga, a university lecturer, provided tips for optimising strengths and managing stress effectively in their demanding leadership roles.

▪️ Collaborative Planning, Implementation, and M&E: Mr. Emmanuel Kubwimana, Director General of Fiscal Decentralisation at the Ministry of Finance and Economic Planning (MINECOFIN), delivered a lecture on collaborative approaches to effective planning, implementation, and M&E.

▪️ Conflict Resolution: Dr. Charles Kiiza, a university lecturer, presented methods for resolving conflicts in organisational settings.

▪️ Genocide Ideology and Resilience: Jean Baptiste Bizimana, from the Association Modeste et Innocent (AMI), delivered a session on understanding genocide ideology and fostering resilience in Rwandan society.

The workshops were part of RALGA’s ongoing mission to strengthen the capacity of the local government leaders and employees to deliver better results.
