From 18th to 20th February 2019, Rwanda Association of Local Government Authorities (RALGA) organized a Training of Trainers (ToT) session in Transformational Local Governance. The 15 participants comprised staff from the Ministry of Local Government (MINALOC), RALGA, as well as former local leaders who graduated from the Master’s of Local Governance Programme funded by RALGA and implemented by the University of Rwanda. The ToT was in the context of the Transformational Local Governance Programme (TLGP) funded by the German Technical Cooperation Agency (GIZ) and implemented by RALGA through its Local Governance Institute (LGI) Department with technical support from GOPA.
In her opening remarks, Ms. Innocente MURASI, Director for LGI, told participants that the TLGP aims at improving the performance of Local Leaders in terms of quality of service delivery, implementation of Human and Social Development Programs as well as in addressing Climate Change issues. She requested participants to the ToT to participate actively as they were expected to play a key role in the implementation of the TLGP by training district staff. She informed them that the initial training sessions in which some of them will be involved were meant for all District Directors who will be grouped per province.
Through face to face presentations by experts and subsequent discussions, participants acquired skills in Foundations for Local Governance, Leadership and Ethics, as well as in Climate Change and Resilience. In addition, participants were taken through online courses on the Sustainable development Goals (SDGs) Localisation and on the National Strategy for Transformation (NST1).
The ToT was officially closed by RALGA’s Secretary General, Mr. Ladislas NGENDAHIMANA. In his closing remarks, Mr. Ladislas congratulated the trainees for fully and actively attending the 3 day training session. He requested them to highlight the importance for local leaders to analyze the situation of their constituencies and to gather accurate information for efficient and quality service delivery. Participants were awarded certificates.
